Proceedings of the 11th Annual PfP Consortium Conference


Introductory Letter

Dear Reader, 

It is my pleasure to introduce the Proceedings of the Eleventh Annual Conference of the Partnership for Peace Consortium.

The conference brought together academics and practitioners in defense and security policy from across the Euro-Atlantic Partnership Council area to explore how education can be harnessed to enhance the creation of a robust and transparent set of defense institutions in PfP nations.

The conference theme was “Enhancing Defense Education and Sustaining Regional Stability as Partnerships Evolve,” and the conference included 110 participants from 70 different institutions and governments, representing 23 countries. Highlights of the conference included the opening keynote speech by Prof. Dr. Ljubica Jelusic, Minister of Defense of the Republic of Slovenia.

Her insightful speech recalled her participation in the PfP Consortium when she was serving as an academic professor, prior to her appointment as Defense Minister. On the second day, Mr. Valeri Ratchev, Bulgaria’s Ambassador to Iraq, delivered a speech that provided a powerful vision challenging the assembled group to significantly expand on the work of the PfP Consortium to be even more effective contributors to our member institutions and nations.

The majority of the time at the conference was devoted to the exploration of three sub-themes of the conference that were discussed in detail in three separate syndicates:

1. The Consortium’s evolving and expanding role in educating defense professionals

2. The Consortium’s role in fostering regional stability

3. Understanding and combating terrorism.

The PfP Consortium is well into its second decade and this twelfth annual conference was a valuable occasion to unite the diverse group of volunteer educators and researchers who conduct meaningful projects under the Consortium umbrella year-round. By gathering them in one place we generate new ideas for collaborative projects and nurture synergy and cooperation. We also welcomed representatives of several government ministries with a stake in what we do, providing them a chance to hear directly from the people who make up the Consortium. We were fortunate to have the National Defence University (NDU) of Poland host us in the historic city of Warsaw, and are pleased to welcome the Rector-Commandant, Major General Romuald Ratajczak, to the Senior Advisory Council of the Consortium.

The conference was centered on the examination of issues related to Consortium work, with an eye on identifying new areas of endeavor. The sub-themes chosen by our governing body focused on building capacity to achieve a holistic professional defense and military education process; finding ways to enhance Partner curriculum with governance, leadership and ethics; and understanding and combating homegrown terrorism. Each of these was discussed in a separate panel and then reviewed in plenary, and it was clear that the audience came away with valuable new insights, which you can read about in these pages.

The overall theme, “leveraging networks to enhance defense education and build partner capacity,” was intended to highlight the many networks that each Consortium member inhabits, and appeal to each member to draw upon those resources for the benefit of our mission.
